The founder and creator of Channel 21 is Aesir Emmanuel M. Armendilla. It was created while reminiscing the old cartoon shows he used to watch.
But due to streaming platforms limiting themselves with the amount of cartoon shows they provide, Aesir thought of making a streaming platform dedicated for those old cartoon shows.
